MEETING AGENDA

THIS AGENDA IS BEING ISSUED A WEEK EARLIER THAN USUAL AND IS SUBJECT TO CHANGE

1.       To Receive & Accept Apologies:
2.       Members are reminded of the need to: –

1)     Declare the existence of any Disclosable Pecuniary Interest (DPI), Other Registerable Interest (ORI) or Non-Registerable Interest (NRI) for any agenda item

2)     Confirm the nature of the interest by explaining the connection between the interest and the agenda item, and

3)     State what action (if any) they will take in relation to the interest when the agenda item is discussed*

 

*In the case of a DPI or ORI the obligation is to not participate in any discussion or vote and to leave the meeting room, unless the member has a dispensation from the Clerk to the Parish Council.

 

If the existence and nature of any interest only becomes apparent later in the meeting it must be disclosed immediately. If a DPI or ORI is not already registered, members must notify the Clerk to the Parish Council of the interest within 28 days.

 

Members are also reminded of the need to declare predetermination on any matter.

 

If Members are unsure about whether or not they have an interest, or about its nature, they are strongly advised to seek advice from the Clerk prior to the meeting.

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

4.       Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 19th July 2023 at the Memorial Hall, Salford Priors.

5.       Planning Matters:

Planning Matters To Consider :

a)     23/01795/FUL Proposed – Replacement of existing 1950s chicken house with steel portal framed building for agricultural storage at Limebridge Farm at Limebridge Farm, Iron Cross, Salford Priors, WR11 8SH. Following consultation via email and using Clerk’s delegated powers the following response was submitted: “No objection, subject to that the proposed building is for storage of materials for the agricultural purposes for the holding of Limebridge Farm only, that no part of the building is let or sublet for any other use or commercial purpose, the building remains for agricultural use to prevent any future intensification of the access to the B4088 and in the interests of neighbouring properties.

No storage of oils or petroleum products to prevent any contamination of the surrounding land or water courses. The building must be solely for the purpose of agriculture excluding the accommodation of livestock in the interests of nearby residents.”

Decisions:

b)    23/01491/FUL Single storey side extension and garage conversion at 29 Ban Brook Road, Salford Priors, Warwickshire, WR11 8XE. Permission Granted with Conditions.

c)      23/01696/FUL Two storey side extension, single storey rear extension, rear dormer window and new porch at 10 Rushford Cottages , Salford Road, Rushford, Salford Priors Warwickshire Planning Permission Granted Subject to Conditions.

Withdrawn:

d)     23/01892/FUL Proposed new agricultural store and associated hardstanding as agricultural Land Adjacent To Old Dunnington Farm Barns, Dunnington.

6.       Clerk’s Progress Report :

To note report in agenda pack.

7.       Lengthsman & Maintenance Officer:

a)     To note jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued

c)      To consider providing funds towards a weed spraying license for the Lengthsman.

8.       Working Groups Update: 

a)     Infrastructure & Built Environment. To receive report and consider recommendations:

1)     Highways

4)     Playing Field – to note annual inspection report. To consider quotes for quarterly/annual inspections 23/24.

5)     Allotments – to note following letters to some plot holders:

– plot 18 has been relinquished the plot and a £20 pro rata refund has been given. This plot has now been re-leased.

– plot 9 has been relinquished and is being re-advertised. To consider splitting this if necessary.

– plots 4 & 16 have/are clearing the plots

6)     PROW – To receive report from Cllr R Green on the Public Rights of Way within the Parish

b)     Communications

c)      Planning – To note draft planning minutes dated 9.8.23

d)     Project Delivery Group – to receive report

9.       Community :

To consider:

a)     a custodian for the key to the flagpole

b)     employing someone to deliver future newsletters/fliers.

c)      Governors for Stephen Perkins Educational Trust.

d)     Inviting Sarah Brooke-Taylor to a Parish Council meeting to discuss a housing needs survey

e)     Reviewing the Parish Council grant application form and conditions

f)      Waiving the increased electricity payments of £223 from £104 for TOPs for 12 months, including the £1,044 recently taken by direct debit.

g)     Recommendations from the Fire Risk Assessment and fire extinguisher inspections for TOPs.

h)     Timeframe for next Fire Risk Assessment for TOPs.

To note:

i)       A plaque has been inscribed for TOPs in memory of Donald Penn.

j)       The Memorial Hall provided the Hall free of charge for the recent Breast Cancer Afternoon Tea held on 10th August.

k)     County Councillor Grant has been awarded in the sum of £650 for the Warm Hub.

l)       Update from Friends of Dunnington regarding the recent Coronation Grant.

10.     Matters raised by Councillors:

Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).
