Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

5. Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 19th June 2019 at the Baptist Church Hall, Dunnington.

6. Planning Matters:

Planning Matters To Consider :

a)     APP/J3720/W/19/3231161 – an appeal has been registered for the erection of 7 dwellings with associated works at Orchard Close, Evesham Rd, Salford Priors, WR11 8UU.  To consider further comments.

Planning Applications to Note :

b)     19/01641/FUL – proposed garden room at Bramley House Evesham Rd, Salford Priors, WR11 8UU.  Following consultation to all Members via email Clerk responded with “No Objection”

c)     19/01710/FUL – erection of two storey side extension at 3 Fern Close Cottages, Rushford, Evesham, WR11 8SL.  Following consultation to all Members via email Clerk responded with “No Objection”

Planning Decisions :

d)     19/00976/FUL – proposed new dwelling with associated off-road parking at Marcy Oaks, 6 Ridsdale Close, Salford Priors, WR11 8XA – planning permission granted with conditions.

e)     19/01307/FUL – proposed erection of a 6 car garage at Burleigh House, Chapel Oak, Salford Priors, WR11 8SP.  Permission Granted with Conditions.

7. Clerk’s Progress Report :

To note report in agenda pack.

8. Playing Field:

Inspections – To receive a report from the Clerk on Playing Field Inspections – in agenda pack

9. Highways :

a)     To note Lengthsman’sjobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

10. Garden Allotments:

To consider whether a tenant is permitted to keep bees on an allotment plot.

11. Rights of Way :

To receive report from Cllr Penn on the Public Rights of Way within the Parish

12. Working Groups Update:

a)     To consider the proposed change (in red) to the terms of reference of the working groups (with agenda pack)

b)     Christmas Tree Switch On – meeting in September

c)     Communications – to receive a report following meeting on 8.7.19.  To consider the way forward regarding delivery of newsletter.

d)     Streetlights – nothing to report

e)     CIL – meeting arranged for 22.7.19

f)      Amenity – meeting to be arranged

13. Community :

To consider the proposed change (in red) to the guidelines for issuing community grant funds (in agenda pack)

14. Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

15. Consideration of Correspondence Received : (Yellow Papers)

a)     To consider quotes attached for the website. Cllr Maude to lead.

b)     To consider grant application from Friends of Salford Priors School in the sum of £1,500 to provide waterproof clothing for the Forest School age range 5-11

16. Correspondence to Note:

(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required).


17. Finance : General (Pink Papers)

a)     To consider and approve the first quarterly bank reconciliation, account balances and income and expenditure budgets.

b)    Consideration and approval of the payments and transfers listed in Appendix A

c)     As there is not a meeting in August to agree that any regular monthly invoices requiring payment be signed by Chair or Vice-Chair and one other.  These payments to then be retrospectively approved in September.

d)    To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

e)     To note the bank account balances

18. Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 18thSeptember at the Memorial Hall Salford Priors.
