Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

3. Open Forum


Chairman to Move: The Meeting & Standing Orders be now adjourned:

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

b. Open forum for the under 18s.
c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

Planning Matters To Consider :

a)     19/00366/FUL – single storey side and rear extension, including new porch.  Creation of dormer to first floor bedroom on side elevation at Rivendell, 39e Chapel Yard, Dunnington, B49 5NX

b)     19/00542/ADV –installation of 2 post mounted signs at land off School Rd, Salford Priors

Planning Applications to Note :

c)     18/03712/FUL – amendments to previously approved permission (17/0821/FUL).  Conversion of existing buildings to 3 dwelliings with all associated works, single storey rear extension to Unit 2 and proposed new garage at Tothall Farm, Tothall Lane, Salford Priors, WR11 8YW.  Following consultation by email Clerk returned the comment “No objection”

Planning Decisions :

d)     19/00112/FUL – Proposed garage and kitchen and bathroom replacement and a side ground and first floor extension to include additional bedroom at 2 School Avenue, Salford Priors.  Planning Permission Granted with Conditions.

8. Playing Field:

a)     Inspections – To receive a report from the Clerk on Playing Field Inspections – in agenda pack

b)     To consider quotes re sward treatment – in agenda pack

9. Working Groups Update:

a)     Christmas Tree Switch On

b)     Communications

c)     Streetlights – to consider questionnaire response from residents in Priors Grange/Ridsdale Close.

10. Highways :

a)     To note Lengthsman’sjobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

11. Allotments:

To consider the lease fee for allotments

12. Community :

To consider roads within the parish being gritted at Parish Council cost (emailed 4.3.19).

13. Rights of Way :

To receive report from Cllr Penn on the Public Rights of Way within the Parish

14. Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

Letter from Councillor Jefferson regarding rural broadband.  Emailed 21.2.19

Email from a resident regarding speeding traffic on Evesham Rd.  In agenda pack.

16. Correspondence to Note:

To note FOI request regarding the grounds maintenance contract.

To note the proposed diversion of public footpath AL10, Salford Priors (emailed 6.3.19)

17. Finance : General (Pink Papers)

a)     To note new pay scales issued by NALC (emailed 28.2.19)

b)    Consideration and approval of the payments and transfers listed in Appendix A

c)     To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

d)    To note the bank account balances

18. Date of Next Meeting:

To set date for Annual Parish Meeting. (Suggested Wednesday 17thApril 2019, 7pm start)

To set the date of the Ordinary Parish Council Meeting for April. (Suggested Wednesday 17th April 2019 7.30pm start) at the Memorial Hall Salford Priors.
