MEETING AGENDA

 

1. To Receive & Accept Apologies:

To note Cllr Stedman’s resignation.

2. Register of Interests:

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

3. Open Forum

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

 

b. Open forum for the under 18s.

c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

4. Chairman to Move: To close the adjournment and the suspension of Standing Orders.
5. To note there have been not been any applications for the Co-Opted vacancy.   To consider setting a new date for receiving applications.
6. Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 16th October 2019 at the Memorial Hall, Salford Priors.

7. Planning Matters:

Planning Matters To Consider :

a)     19/03057/TREE – T1 – hazel stool – remove most mature growth (7 stems), several of which are overhanging neighbour’s property, leaving younger stems.  T2 – purple beech – crown lift by 3 metres at Godiva Cottage, Evesham Rd, Salford Priors, WR11 8UU

b)     19/02570/FUL – erection of detached dwelling at 12 School Avenue, Salford Priors, WR11 8XB

c)     19/03083/COUQ – Change of use of an agricultural building, along with land within its curtilage to form a single dwelling at Barn 1 & Office, Old Dunnington Farm, Dunnington, Alcester, B49 5NU

d)     19/03193/TREE – T1 – Sycamore – reduce height from 12m to 8m.  Reduce spread from 9m to 6m.  T2 Sycamore – reduce height from 12m to 8m.  Reduce spread from 9m to 6m at land at Evesham Rd, Salford Priors, WR11 8UU

9. Playing Field:

Inspections –

a)     To note the monthly playing field inspection took place on 1st November with no issues.

b)     Annual playing field inspection took place on 21st October 2019.  Full report provided in agenda pack.

c)     To consider new signage as per annual inspection.

10. Highways :

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress:

  • The telephone box has been refurbished.  One piece of the structure has broken and Lengthsman has therefore placed a piece of wood painted red.  To consider putting a sign on this section.
  • Christmas lights – being fitted before the Christmas Switch On.
  • Check grit bins
  • Leaf clearance – this is being carried out on a weekly basis.

b)     To consider future tasks to be issued to the Lengthsman

11. Garden Allotments:

To consider a request from a resident to install a notice on the allotment field gate “No Parking or Obstructing this Access”.

12. Rights of Way :

a)     To receive report from Cllr Penn on the Public Rights of Way within the Parish

b)     To note the Clerk has reported the blocked AL4 once again, this time directly to Richard Barnard – the Public Rights of Way Officer.

c)     To note the Clerk is in in the process of arranging an appointment with Alan Granger, Ragley Estates and Cllr Green regarding the possibility of a permissive footpath link between AL17 & AL11.

d)     To consider the way forward on AL17 by the A46 bypass – a request has been made to re-install the original PROW avoiding this area altogether. Clerk & Cllr Green inspected the problem area on AL17.  There are a couple of issues regarding broken fences which Clerk has reported to Highways England, as well as the issue with rubbish being thrown from the layby up the bank.

13. Working Groups Update: 

a)     Christmas Tree Switch On – to receive an update from Cllr Pattison.

b)     Communications – to consider a one-page newsletter providing an update following the parish questionnaire.

c)     CIL – to note figures are to be released by the end of the month from Stratford District Council.

d)     To note that Cllr Green & Clerk have started assessing the assets and insurance values.

e)     To note that Cllr Green & Clerk have started assessing the Emergency Community Plan.  This is dependent on information from Warwickshire County Council & Stratford District Council and are waiting to receive information from them.

f)      To receive report from Cllr Maude regarding the Cross-Parish Cycleways & Pathways Project.

14. Community :

a)     To consider the planting of trees/arris rail fencing on the grass verge outside the new Piper Homes estate.

b)     To receive TOPS Accounts 2019 & Chairman & Treasurer’s Report 2019

c)     To consider new members for the following working groups:  CIL & Streetlighting following John Stedman’s resignation

d)     To consider a key safe outside the Parish Office – prices for these start from £10.

e)     To consider the recommendation to scrap the bus shelter as per Clerk’s report.

f)      To consider changing the office time to 9am – 1pm

g)     To consider the way forward regarding future Remembrance Days.

h)     To receive notes from meeting between CALA Homes, Cllr Green & the Clerk.

i)      To receive update re website.

15. Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

16. Consideration of Correspondence Received: (Yellow Papers)

To consider response to email re Piper Homes lighting

17. Correspondence to Note:

(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required).

18. Finance : General (Pink Papers)

a)     To consider appointment of Mr Geoff Bradley to carry out an interim internal audit for the Parish Council accounts 2019/20 during December 19/January 2020.

b)     To consider a budget to replace the photocopier with a new printer.

c)     Consideration and approval of the payments and transfers listed in Appendix A

d)    To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

e)     To note the bank account balances

19. Staffing Confidential:

To note Cllr Green held the half year review with the Clerk and to receive report.

20. Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 18th December 2019 at the Memorial Hall, Salford Priors to discuss the budget and any planning applications that are received.
