At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

4.       Minutes:

To approve the Minutes of the Parish Council Meeting held on 16th February 2022 at the Memorial Hall, Salford Priors. (emailed 21.2.22)

5.       Planning Matters:

Planning Matters To Consider:

a)     22/00203/FUL – Proposed replacement of existing ‘vine cottage’ two storey dwelling with outbuildings, with a 2-bedroom 1 storey detached dwelling. The existing cottage has been vacant for over 2 years, according to the sales agent details. It is in a poor state of repair and requires considerable structural attention to make it habitable. Given the scale of the plot itself, as well as nearby homes, it is appropriate to consider replacing the aged building with a modern-day construction that is fit for purpose and suitable sized to the plot itself. The replacement dwelling considers the material palette of the village of Dunnington, providing a design that sits well into the neighbouring properties and country setting at Vine Cottage, 28 Broom Lane, Dunnington, B49 5NT

Considered:

b)     22/00383/LBC & 22/00382/FUL– proposed rear extensions and alterations at 70 Wood Bevington, Alcester, B49 5LX. Following consideration Clerk to respond with:

“The Parish Council fully supports the proposed extensions and the remodelling of the exiting internal spaces the proposals are in keeping and modest in scale, their simplicity and subservience to the character of the property will preserve and enhance the character and appearance of the cottage whilst maintaining its local distinctive appearance that contributes to the historic and cultural built heritage of the settlement of Wood Bevington.

 

The improvements proposed will ensure the longevity of a Grade 2 listed  building whilst meeting modern day family living conditions.

 

The application conforms to the policies of the Salford Seven Neighbourhood Development Pan SP1 SP2 & SP3.”

c)      22/00231/VARY – vary condition 1 of planning permission 19/00497/REM (date of decision 5/11/2019), to provide increased family accommodation and study (home office) space (for home working). Replace drawing nos. 1968/04 and 1968/05 with 1968/08 and 1968/09 at Heath Cottage, Dunnington, Alcester, B49 5NW. Following consideration Clerk to respond with ‘No Objection’.

d)     21/03752/FUL – proposed conservatory and garage at 12 Cedar Close, Salford Priors, WR11 8AL. Following comments from Planning Dept, Members changed their comments to ‘no objection’

Decisions:

22/00120/TREE – Church House, Station Road, Salford Priors, Evesham, WR11 8UX. Arboricultural work:

-T1 holly – Reduce by 3metres.
-T2 horse chestnut – Reduce by 2-3metres and reshape (alternative specification agreed with the applicant).
-T3 and T4 yew – Reduce by 2metres (alternative specification agreed with the applicant).
-T5 birch – Remove 2 stems overhanging property boundary and reduce 1 stem to clear power lines.
-T6 oak – Remove deadwood (exempt works).
-T7 lime (noted as pear) – Reduce by 4metres.
-T8 yew hedge – Crown lift overhanging west side canopy providing a 0.5-1metre clearance from boundary wall and outbuildings (alternative specification agreed with the applicant).

No objection

6.       Clerk’s Progress Report :

7.       Playing Field:

a)     To note basket swing is due to be repaired on 21st March with an inspection taking place by Kompan of the roundabout.

b)     To note various repairs are due to take place on Thursday 10th March by Playground Facilities.

8.       Highways :

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

9.       Garden Allotments:

To note Plot 10 has now been leased and leaseholder from plot 23 has moved to plot 22 following a vacancy arising.

10.     Rights of Way :

Nothing to report from.

11.     Working Groups Update: 

a)     Christmas Tree Switch On – nothing to report

b)     Communications – to consider report and any recommendations (to follow)

c)      CIL

–        Open Space – to consider report and any recommendations (to follow)

–        Highways Safety – to consider report and any recommendations (to follow)

–        Leisure Trails – to consider report and any recommendations

d)     NDP – to note South Warwickshire Local Plan flyer has now been delivered to the parish.

e)     Allotments – to note garden allotments have now been notified of the competition with judging taking place the weekend of 25th June. The Best Kept Village Garden Competition has been posted on all our media websites as well as on all parish notice boards. Closing date for entrants to this competition is 18th June, with judging taking place the weekend of 25th June.

f)      Queen’s Jubilee – to consider report and any recommendations

g)     Amenity – to note contractor has increased the cost of the playing field cut by £15 per cut owing to the new trim trail equipment around the perimeter.

12.     Community :

a)     To consider the way forward regarding the Parish Office.

b)     To consider the way forward regarding the Lending Library

c)      To consider the use of the playing field on Sunday 5th June

d)     Community Speed Watch – to note Warwickshire Police are migrating the whole of the IT network which is causing significant disruption. There are 5 new trainers ready to instruct CSW volunteers however the IT issues are causing a problem. It is hoped this training will commence soon.

13.     Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

14.     Consideration of Correspondence Received :

a)     To consider response to email received regarding the old railway station.

b)     To consider request regarding Memorial Hall noticeboard.

c)      To consider response to email requesting a donation drive for the people of Ukraine.

d)     To consider acceptance of Local Government Association Model Code of Conduct.

15.     Correspondence to Note:

a)     To note final recommendations for new warding patterns for Stratford District Council. (emailed 1.3.22)

17.     Staffing:

To receive report & consider recommendation from the Chairman following Clerk’s staff appraisal on 14th March 2022.

c)     To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

d)     To consider renewing the subscription to WALC as per email received.

e)     To consider the quote from Warwickshire County Council for the Footway Lighting Maintenance

f)      To note the S137 limit for 2022/23 has been announced as £8.82.  This is an increase from the current year which is £8.41
