You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held at The Memorial Hall, Salford Priors on Wednesday 17th April 2024 at 7.00pm for the purpose of transacting the following business only.

MEETING AGENDA

 

1.           To Receive & Consider Apologies:
2.           Members are reminded of the need to: –

1)          Declare the existence of any Disclosable Pecuniary Interest (DPI), Other Registerable Interest (ORI) or Non-Registerable Interest (NRI) for any agenda item

2)          Confirm the nature of the interest by explaining the connection between the interest and the agenda item, and

3)          State what action (if any) they will take in relation to the interest when the agenda item is discussed*

 

*In the case of a DPI or ORI the obligation is to not participate in any discussion or vote and to leave the meeting room, unless the member has a dispensation from the Clerk to the Parish Council.

 

If the existence and nature of any interest only becomes apparent later in the meeting it must be disclosed immediately. If a DPI or ORI is not already registered, members must notify the Clerk to the Parish Council of the interest within 28 days.

 

Members are also reminded of the need to declare predetermination on any matter.

 

If Members are unsure about whether or not they have an interest, or about its nature, they are strongly advised to seek advice from the Clerk prior to the meeting.

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

 

b. Open forum for the under 18s.

4.           Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 20th March 2024 at the Memorial Hall, Salford Priors.

5.           Planning Matters:

Planning Matters To Consider :

a)          24/00614/VARY Proposed – Variation of conditions 4 and 23 of planning permission 22/02022/OUT dated 16 November 2023 to amend the Design Code document and amend the wording of the speed limit signage and Road Safety Audit conditions. Original description of development: Outline planning application (all matters reserved except for access) for the phased development of up to 16 self-build and custom housebuilding plots, formation of new vehicular accesses from Evesham Road and formation of infiltration basin at Land West Of Evesham Road, Salford Priors, WR11 8UR,

Decisions:

b)         23/02126/VARY  – Variation of condition no.5 of planning permission reference 21/00837/FUL dated 9 August 2022 to allow for revised visibility splay requirements to the development.
Original description of development: Application to vary 20/00422/COUQ (part implemented), to include new access drive and change of use of part of site at Dunnington Lodge , Broom Lane, Dunnington, Warwickshire B49 5NU Planning Permission Granted Subject to Conditions

c)          24/00358/TREE -T1 silver birch – Reduce height by 2-3 metres. Reduce laterals to shape crown, shortening back end-growth, up to a maximum of 1.0 metre. 10% crown thin. T4 ivy clad ash – Cut back northern crown, where overhanging garden of Salford Hall Hotel. Pruning to be sympathetic to the tree. (Tree located on land to the south of the notification property) at Salford Hall Hotel, Evesham Road, Abbotts Salford, Salford Priors, Warwickshire. No objection subject to conditions.

d)        24/00382/TREE -T1 weeping willow – Fell at Slatters Mill, Station Road, Salford Priors, WR11 8UX.

No objection subject to conditions.

e)          23/03195/FUL – Agricultural building and associated hardstanding at Land Adjacent Old Dunnington Barns, Dunnington, Alcester, B49 5NU Planning Permission Granted Subject to Conditions

6.           Clerk’s Progress Report :

To note report in agenda pack.

7.           Highways & Maintenance Officer:

a)          To note all jobs issued from last month have been completed.

b)         To include monthly grass cutting for 3 areas in Perkins Close.

8.           Working Groups Update: 

a)          Infrastructure & Built Environment:

1)          Highways – to note Clerk has chased County Highways regarding traffic calming commencement works on Station/Evesham Rd

2)          School Road Traffic Safety Audit of newly installed traffic calming measures – Update

3)          Public Open Space – to note Clerk has contacted Enforcement regarding the prolonged delays regarding the adoption of the Open Space.

4)          NDP – to receive feedback from meeting on 11th April.

5)          Playing Field – to consider quotes for remedial works.

6)          Allotments – to note all invoices have now been sent.

7)          PROW To receive report from Mr Green on the Public Rights of Way within the Parish and to note the stile on AL186 has been reported to the PROW Team, Warwickshire

8)          Additional Lighting School Rd – to consider quote received from County Streetlighting Department for an additional 3 columns on School Rd

9)          New Village Sign to approve invoice and delivery instructions.

b)         Communications – to note all newsletters have now been delivered.

c)          Planning – this Committee has not been required to meet between Parish Council meetings

d)         Project Delivery Group. To note Clerk has received confirmation the landowner at the beginning of the route is happy to progress.

9.           Community:

Annual Parish Meeting – To receive feedback on APM Tuesday 9th April. To note any issues raised and what actions to be taken.

 

10.      Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

11.      Consideration of Correspondence Received :

a)          Salford Priors Ladies Committee – Posters on Parish Noticeboards request to increase in size to A4.

b)         SDC Parish Representation on Standards & Audit Committee.

12.      Correspondence to Note:

(The Clerk will provide individual copies of correspondence for retention if required).

 

13.      Finance : General

a)          To consider Section 1 – Annual Governance and Accountability Return FY 2023/24

b)         To consider the fourth quarterly account and bank reconciliation balances, budgets and cash book payments and receipts balances.

c)          Review Statement of Internal Control

d)         To consider quotes provided for electrical supply for Priors Crescent

e)          To consider donation to Stratford Lions for providing defibrillator training

f)            Consideration and approval of the payments and transfers listed in Appendix A and to agree 2 Councillor signatories to sign the BACS remittances for payments.

g)          To note the bank account balances

14.      Confidential Exclusion of the Public

To review legal position of a signed Section 106 Agreement in relation to adoption relating to S14/01126/OUT

15.      Date of Next Meeting:

To confirm the date of the Annual Parish Council Meeting at 7.00pm on Wednesday 15th May 2024 at the Memorial Hall Salford Priors.
