You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held at The Memorial Hall, Salford Priors on Wednesday 17th November 2021 at 7.00pm for the purpose of transacting the following business only.

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.


b. Open forum for the under 18s.

c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

4.       Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 20th October 2021 at the Memorial Hall, Salford Priors.

5.       Planning Matters:

Planning Matters To Consider :

21/03479/TPO – T1 dead pine – fell, T2 – dead large – fell, T3 – suppressed pine – fell at Cedar House, 2 Ban Brook Copse, Salford Priors, WR11 8GW

6.       Clerk’s Progress Report :

To note report in agenda pack.

7.       Playing Field:

To note:

a)     The quarterly inspection has been carried out and consider any recommended works.

b)     A PO has been issued Clerk has issued the PO for improvement works to the playing field.

c)      120 Cornus Alba Sibirica to be planted at 1m spacing around the two mounds of the skatepark have been reserved.

8.       Highways :

a)     To note :

  • Leaf clearance works on the footway outside St Matthews Church are in the process of being carried out.
  • Piper Homes works still to be carried out
  • Toddler Fence – the materials have now been delivered. Awaiting installation date

b)     To consider future tasks to be issued to the Lengthsman

9.       Garden Allotments:

To note garden allotment plot 17 has been cleared and the access to the water trough has been re-instated.

10.     Rights of Way :

To receive report from Cllr R Green on the Public Rights of Way within the Parish

11.     Working Groups Update: 

a)     Christmas Tree Switch On – the Christmas trees at Dunnington and Salford Priors will be in place ready for the switch on – Saturday 27th November.

b)     Communications – meeting to be held 24.11.21

c)      CIL

·       Highways Safety – To note DTA Planning Transport Consultants have been appointed to consider traffic calming schemes.  Fees at £4,000 with expenses at £1,200.

·       Open Space – Clerk has been in contact with all necessary parties following the October meeting. Responses are awaited.

·       Avon & Arrow Greenway Project – no further update

d)     Amenity – nothing to report

e)     NDP – to note consultation – Warwickshire Minerals Plan 2018 – Proposed Main Modifications

f)      Allotments – nothing to report

g)     Queen’s Jubilee – to note report

h)     Leaders of the Working Groups – meeting held 10th November

12.     Community :

a)     TOPs – the cooker has now been ordered and delivered. PO for lighting has been issued.

b)     To consider raising the environmental impact with MP Nadhim Zahawi regarding Severn Trent providing a permanent new packaged pumping station. Lorries are emptying the pit every 2 hours 24 hours a day.

c)      To consider a Jubilee Green Space Environmental Project in Dunnington – report to follow.

Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. b)     To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

c)     To note the sum of £41,495.63 has been received from Stratford District Council in relation to CIL monies from 18/03276/REM, land off School Rd, Salford Priors

d)     To confirm the appointment of Duncan Edwards, DKE Audit Services to carry out the internal audit.

e)     To note the bank account balances

18.     Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 8.00pm on Wednesday 15th December 2021 to discuss the budget and any planning applications only, at the Memorial Hall Salford Priors.
