4. | Open Forum

a. Open Forum: At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration. Members of the public may not take part in the Parish Council Meeting. There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items. During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

5. | Minutes:
a) To approve the Minutes of the Parish Council Meeting held on Wednesday 17th March 2021 via Zoom. b) To receive a copy of the Minutes of the One Hundredth and Twenty-sixth Annual Parish Meeting held on Wednesday 21st April 2021 via Zoom. |
6. | Planning Matters:
Planning Matters To Consider : a) 21/00929/FUL – erection of a single storey rear extension and detached garage at 15 Cedar Close, Salford Priors, WR11 8AL b) 20/03402/LDE – change internal garage into a bedroom at Willow House, Evesham Rd, Salford Priors, WR11 8UU Please note all planning matters considered and decisions received are in the Clerk’s Progress Report. |

8. | Playing Field:
a) To note the monthly checking of the toddler area fence has been carried out. b) To note the quarterly inspection has taken place (report with agenda pack) c) To note the insurance has been updated to cover the new equipment at no extra charge. d) To note a bolt has come loose on one of the pieces of equipment. The relevant company has been informed and it will be inspected. |
9. | Highways :
a) To note Lengthsman has advised that whilst he is continuing to work at the present time the Parish Council to consider looking for a replacement. b) To consider future tasks to be issued to the Lengthsman – monthly clean of benches, bus shelters and noticeboards |
10. | Garden Allotments:
To note all invoices have now been sent with 11 being paid to date. Further requests have been received for 2 more half plots, with 1 full plot now empty. |
11. | Rights of Way :
To receive report from the Rights of Way Inspector on the Public Rights of Way within the Parish |

Tablets and keyboards have been received; once mice are received Cllr Maude will then set up the equipment. Cllr Maude has also drawn up a Conditions of Use which every Cllr will be required to sign before being provided with the new IT equipment. |

15. | Consideration of Correspondence Received : (Yellow Papers)
a) To consider the email regarding future CIL projects (emailed 12.4.21). This is to apply for extra CIL funding – closing date 7th May. b) To consider a response to the online survey regarding remote meetings. c) Consider adoption of the new National Code of Conduct. Stratford District Council has agreed to adopt this, now waiting on Warwickshire County Council. d) To consider quotes for Parish Council insurance (to be emailed when all quotes received) |
16. | Correspondence to Note:
(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required). a) Thank you letter from Marie Curie regarding recent donation b) Government have confirmed Face to Face meetings will re-start wef 7th May. c) Email from resident regarding 2 boys on electric scooters around the village. Matter has been reported to the police. |
17. | Finance : General (Pink Papers)
a) To consider Section 1 – Annual Governance and Accountability Return FY 2020/21 b) To consider Section 2 – Annual Governance and Accountability Return – Accounting Statements – Salford Priors Parish Council Accounts FY 2020/21. c) To note internal auditor report for FY 2020/21 with no recommendations. To note internal auditor has declared 20/21 was his final year for auditing the accounts. d) To consider the fourth quarterly account and bank reconciliation balances, budgets and cash book payments and receipts balances. e) To consider that:
f) To note the first precept payment of £32,500 has been received g) To note that grant payments in the sum of £13,669.21 made by Stratford District Council have been repaid. Government guidelines state that Parish Councils do not qualify for this type of grant funding. h) To review Scheme of Delegation i) To note the payments and transfers in Appendix A, agreed via email due to cancellation of April meeting. j) To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A k) To note the bank account balances |
