Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

Members to disclose any disclosable pecuniary interests in items on the Agenda and their nature.

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

 

b. Open forum for the under 18s.

c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

5.       Minutes:

To approve the Minutes of the Parish Council Meeting held on 16th December 2020 via Zoom.

6.       Planning Matters:

Planning Matters To Consider :

a)     20/03710/AGNOT – extension to agricultural storage building at Salford Lodge Poultry, Salford Lodge Farm, Pitchill, WR11 8SN

b)     20/03227/FUL – proposed single storey rear extension & loft conversion at 7 Periwinkle Cottages, Jack Thomson Croft, Salford Priors, WR11 8XL

7.       Clerk’s Progress Report :

To note report in agenda pack.

8.       Playing Field:

Inspections –

a)     To consider way forward regarding inspections as permanent signage has now been installed it may not be necessary to continue with weekly checks

b)     Consider quotes for replacing toddler play area fence

c)      To note quarterly playing field report has been received (emailed 11.1.21)

d)     To note remedial works are due to be carried out shortly

9.       Highways :

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

10.     Garden Allotments:

To be considered under agenda item 11h

11.     Rights of Way :

To receive report from Cllr Penn on the Public Rights of Way within the Parish

To note 43 new signposts have now been installed and new AL markers are in the process of being fitted.

12.     Working Groups Update: 

a)     Christmas Tree Switch On – form new Working Group to consider Christmas Tree Switch On Event 2021.

b)     Communications – to receive update from Cllr Pattison regarding booklet.

c)      Streetlights – quotes are in the process of being received for replacing the remaining sodium lanterns with LEDs.

d)     CIL –

1)     set up Working group for CALA green space & consider appointing Consultant

2)     Traffic calming proposals – updated expected for February meeting

3)     receive update regarding Playing Field works

4)     Avon & Arrow Greenway Project – to receive report. To note a date for the Ecology Survey is yet to be set as awaiting written confirmation from landowners for permission to access the land.

5)     TOPs – to consider email from Solicitor with queries, including increase in their fees, (in agenda pack) and confirm Members approve the payment of the £1,250 undertaking requested in advance by the Solicitors of the MAT Team (Salford Priors Academy)

e)     Amenity – to consider recommendations from Working Group regarding tenders

f)      NDP – to receive update

g)     Allotments – to note report from Working Group and consider recommendations (in agenda pack)

13.     Community :

a)     To consider the recognition of former Parish Councillor Reg Francis who sadly passed away at the end of 2020.

b)     To note scroll has now been framed – to consider how this is to be presented.

c)      To consider the purchase of a speed gun in the region of £900.  Clerk contacted PC Sue Blundell regarding the possibility of purchasing a speed gun for the Community Speed Aware Group.  She has stated there will be some units coming in for refurbishment shortly, once refurbed they will be offered to Parish Councils to purchase.

14.     Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

15.     Consideration of Correspondence Received : (Yellow Papers)

Email from resident & Open Forum comments from 16.12.20 regarding the proposed traffic calming measures – resident unable to attend meeting – this to be put on February agenda

16.     Correspondence to Note:

(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required).

a)     WALC’s 71st Report for 2019/2020 (emailed 24.11.20)

b)    Stratford District Council’s call for land for new Gypsy and Traveller and Travelling Showpeople sites exercise.  The deadline for submitting sites is Monday 1st March 2021. (emailed 12.1.21)

a)     To consider and approve the third quarterly bank reconciliation, account balances and income and expenditure budgets

b)     To note interim audit report (in agenda pack)

c)      To note precept request has been forwarded to Stratford District Council

d)     Consideration and approval of the payments and transfers listed in Appendix A and confirm Cllrs A Green & Shale will sign the cheques/BACS remittances.

e)     To note the bank account balances

19.     Date of Next Meeting:

a)     To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 17th February 2021 via Zoom.
