You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held via Zoom on Wednesday 18th November 2020 at 7.00pm for the purpose of transacting the following business only.

MEETING AGENDA

1.       To Receive & Accept Apologies:

To note Brian Seabourne’s resignation and the relevant notice has been placed in Noticeboards and via social media.

2.       Register of Interests:

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

b. Open forum for the under 18s.
c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

5.       Planning Matters:

Planning Matters To Consider :

20/02520/FUL – Amendments to include : inclusion of pitched roof and use of timber cladding for external materials to a new single storey garage to house 2 cars at The Old Forge, Station Rd, Salford Priors, WR118UX

6.       Clerk’s Progress Report :

7.       Playing Field:

Inspections –

a)     To note 8/14 weekly play inspections have been carried out by Councillors.

b)     The quarterly inspection has also taken place by The Play Inspection Company.  Report sent via email 9.11.20

8.       Highways :

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman.

9.       Garden Allotments:

Meeting to be set.

10.    Rights of Way :

a)     To receive report from Cllr Penn on the Public Rights of Way within the Parish

b)     To note PROW works continue to progress with 6 new posts being installed, and a further 4 posts being re-installed.

11.    Working Groups Update: 

a)     Christmas Tree Switch On – no further update

b)     Communications – to consider the draft updated booklet revision from Cllr Pattison

c)      Streetlights – no further update

d)     CIL –

  1. consider report sent by Sarah Mitchell regarding CALA frontage
  2. Highways – consider email from Graham Stanley, forwarded 2.11.20 (in agenda pack)
  3. TOPS – to note a full structural survey has been booked for 24th November. Graham Hayes from the MAT Central Team has carried out a conditions report.  The renewal of the lease is now being investigated.
  4. Cycleways – Update on Landowner permissions and Ecology quotes

S106 –

  1. Playing Field – The S106a agreement has now been signed.  Play Facilities Contribution of  £98,575.36 is expected imminently.
  2. PROW – consider ordering PROW markers for posts at £2 each – 96 in total.

e)     Amenity – to note tender for the contracts is being advertised

f)      NDP – to note report from Cllr James.

12.    Community :

a)     To receive report from the Chairman following meeting regarding Site Allocations consultation

b)     To consider the new community car park by CALA Homes

13.    Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

16.    Staffing: Confidential

To note mid-year review for Clerk has taken place.

17.    Finance : General (Pink Papers)

a)     To consider appointment of Mr Geoff Bradley to carry out an interim internal audit for the Parish Council accounts 2020/21 during December 20/January 2021.

b)     Consideration and approval of the payments and transfers listed in Appendix A

c)     To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

d)     To note the bank account balances

18.    Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 16th December 2020 via Zoom to discuss the budget and any planning applications that are received.
