a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

b. Open forum for the under 18s.

c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

To approve the Minutes of the Extra Ordinary Parish Council Meeting held on Monday 3^rd August 2020 via Zoom.

Planning Matters To Consider :

20/02427/TREE – T1 silver birch – reduce one limb away from parking space and remove large branch overhanging property boundary at 2 Meadow View, Evesham Rd, WR11 8UU.

Inspections –

a)     3/5 weekly playing field inspections have taken place to the Clerk’s knowledge

b)     To consider the playing field risk assessment enclosed with agenda pack.

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

a)     To move forward with garden allotment competition now the Ivor Penn trophy has been located.

b)     To note 4 more allotment plots have been created and leased bringing the total from 12 to 18.

c)     A new water trough will also be installed close to the new plots.

To receive report from Cllr Penn on the Public Rights of Way within the Parish

a)     Christmas Tree Switch On – it was agreed at the July meeting that although the Christmas tree would be in place the usual Switch On Event would not take place this year due to Covid-19 restrictions.

b)     Communications – to receive update from Cllr Pattison regarding Welcome to Village booklet and Book of Walks

c)     Streetlights – no further update at this time

d)     CIL – to consider plans drawn up by Highways regarding traffic calming

e)     Amenity – meeting to be arranged to discuss the tender

a)     To receive report from Cllrs Maude & Shale regarding Zoom meeting with TOPs Management Committee (in agenda pack).

b)     To consider the way forward with the TOPs building and lease which terminates 31^st March 2021.

c)     To consider holding a Civic Appointment meeting regarding Honorary Freeman of the Parish

d)     To receive update from Cllr A Green regarding verge areas and large green open space area at the CALA development.

e)     To consider way forward regarding the Arrow & Avon Greenway Project as per working group meeting on 26^th August.

f)      Cllr A Green to provide feedback following attendance of Zoom meeting regarding changing from 3 tier system to a Unitary Authority.  Paperwork in agenda pack

b)     Salford Priors Memorial Hall has not charged Salford Priors Parish Council rent for the office for the last 2 quarters

c)     To note new national salary pay scales, emailed 9^th September 2020

d)     An anonymous letter has been received regarding a local business.

a)     To note first quarterly bank reconciliation, account balances and income and expenditure budgets have been signed by Cllr R Green.

b)     To note the approval of payments and transfers listed in Appendix A for June & July have been signed by Cllr A Green & Cllr Shale.

c)     Consideration and approval of the payments and transfers listed in Appendix A

d)    To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

e)     To note the bank account balances
