You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held in the Memorial Hall, Salford Priors on Wednesday 17th June 2020 at 7.00pm for the purpose of transacting the following business only.

MEETING AGENDA

1.       To Receive & Accept Apologies:
2.       Register of Interests:

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

Members to disclose any disclosable pecuniary interests in items on the Agenda and their nature.

3.       Open Forum – due to the current COVID 19 pandemic this meeting is being held virtually. If you have an issue you would like the Council to consider, it would be appreciated if you could email it to the Clerk at clerk@salfordpriors.gov.uk no later than 5.00 pm on Monday 15th June 2020.  If you would like to attend the meeting via Zoom please contact the Clerk for a link, also by 5pm on Monday 15th June.

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

b. Open forum for the under 18s.

c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

4.       Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 20th May via Zoom as per social distancing rules in place.

5.       Planning Matters:

6.       Clerk’s Progress Report :

7.       Playing Field:

Inspections –

To note inspections have not taken place as per government guidelines during Covid-19 pandemic.

8.       Highways :

a)     To note Lengthsman has carried out the following works:

  1. Cleaned glass bus shelters on School Rd
  2. Repaired the wooden gate to the entrance of the village from A46
  3. Cut back all overgrown brambles/bushes by 2 bus shelters
  4. Carried out various PROW works

b)     To consider future tasks to be issued to the Lengthsman

9.       Garden Allotments:

a)     To consider rules for the Penn cup

b)     To note there is now a waiting list for the allotments.  The amenity contractor will be marking up 4 half plots and power harrowing them when the ground conditions are good.

10.    Rights of Way :

a)     To receive report from Cllr Penn on the Public Rights of Way within the Parish

b)     To note works have commenced on the PROW with the following repairs having taken place:

  1. AL5 – kissing gate clearance
  2. AL6 – kissing gate, signpost and wooden bridge clearance and repairs
  3. AL9 – kissing gate clearance
  4. AL10 – kissing gate clearance and strim length of footpath that runs behind The Bell
  5. AL11 – kissing gate, signposts and wooden bridge clearance.
11.    Working Groups Update: 

a)     S106/CIL :

  1. To receive recommendation regarding tender bid for playing field improvements
  2. To receive recommendation regarding speed measures
  3. To receive recommendation regarding the TOPs building
12.    Community :

a)     To receive TOPs accounts and report.

b)     To note report re TOPs roof.  Clerk obtaining quotes for repairs

c)     To consider supporting the Memorial Hall to commemorate both VE & VJ Days subject to normality being resumed.

13.    Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

15.    Correspondence to Note:

(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required).

16.    Finance : General (Pink Papers)

a)     To consider Section 2 – Annual Governance and Accountability Return – Accounting Statements – Salford Priors Parish Council Accounts FY 2019/20

b)    Consideration and approval of the payments and transfers listed in Appendix A

c)     To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

d)     To note the sum of £77,550 has been received from Stratford District Council in respect of the proportion of CIL receipts accruing from 19/00266/FUL (The Old Forge, Station Rd) & 17/02475/FUL (land at Evesham Rd, Salford Priors).

e)     To note the bank account balances

17.    Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 15th July 2020 – venue to be decided.
