You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held in the Memorial Hall, Salford Priors on Wednesday 18th March 2020 at 7.00pm for the purpose of transacting the following business only.

MEETING AGENDA

 

1.       To Receive & Accept Apologies:
2.       Register of Interests:

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

a)     Disclosure of Interests
Members to disclose any disclosable pecuniary interests in items on the Agenda and their nature.

b)     Members to declare any other disclosable interests in items on the Agenda and their nature.

3.       Open Forum

a. Open Forum:

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this Agenda, or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the Agenda may also make representations, answer questions, or give evidence relating to that item.

 

To receive short presentation from Andrew Mann, AJM Associates in relation to a planning application to convert the redundant care home at Pitchill into 9 dwellings.  He will be accompanied by representatives from Clutton Homes.

 

b. Open forum for the under 18s.
c. To receive the Ward Member’s reports (3 minutes maximum each Ward Councillor)

4.       Chairman to Move: To close the adjournment and the suspension of Standing Orders.
5.       Minutes:

To approve the Minutes of the Parish Council Meeting held on Wednesday 19th February 2020 at the Memorial Hall, Salford Priors.

6.       Planning Matters:

Planning Matters To Consider :

20/00611/FUL – single storey side and rear extensions, first floor extension over the new ground floor, insertion of dormer windows at 52 Dunnington Rd, Dunnington, B49 5NY

7.       Clerk’s Progress Report :

To note report in agenda pack.

8.       Playing Field:

Inspections –

a)     To note that the February inspection has taken place with nothing to report.

b)     To note that Pete Batacanin has carried out his final inspection.  Clerk has received a quote for this service from Kompan and is looking into obtaining 2 further quotes. Quote enclosed in agenda pack for information.

9.       Highways :

a)     To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)     To consider future tasks to be issued to the Lengthsman

10.    Garden Allotments:

To note that a part of the fencing has been removed at the allotments.  Orbit have been made aware of this and have been assured that the fence will be replaced shortly once some painting works have been carried out.

11.    Rights of Way :

a)     To receive report from Cllr Penn on the Public Rights of Way within the Parish

b)     To note meeting has been set for 22.4.20 for volunteer walkers to discuss walking the PROW.  This is to report back on any missing signs etc

12.    Working Groups Update: 

a)     Christmas Tree Switch On – nothing further to report

b)     Communications – receive update on Newsletter.  To consider Cllrs R Green & Seabourne joining this group.

c)     Streetlights – to consider :

  • quote for footway lighting maintenance from Warwickshire County Council.
  • Recommendation to replace remaining sodium lights to LEDs

d)     CIL – awaiting quotes to come in before meeting further.

e)     S106 – to appoint Councillors to look through the playing field tenders

f)      Amenity – To consider Cllr Seabourne joining this group.  Meeting date set for 1.4.20.

13.    Community :

a)     To consider the way forward regarding car parking at Cleeve View following the Parish Meeting on 5th March 2020.

b)     To note report from Clerk further to recent meeting with the Chairman and CALA.

c)     To consider the purchase of a noticeboard to be installed at the CALA site.

14.    Matters raised by Councillors:

Matters raised by Councillors are considered under this item. Councillors are also invited to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. (At the discretion of the Chairman Councillors may raise items at the meeting if considered necessary and urgent).

15.    Consideration of Correspondence Received:

a)     To consider supporting the Local Electricity Bill (information emailed 19.2.20)

b)     To consider correspondence from Salford Priors Memorial Hall

16.    Correspondence to Note:

(‘Correspondence to Note’ items are held in a Circulation Folder available to Councillors during Parish Council Meetings. The Clerk will provide individual copies of correspondence for retention if required).

18.    Confidential – Staff Appraisal:

To receive report & consider recommendation from the Chairman following Clerk’s staff appraisal on 4th March 2020.

19.    Finance : General (Pink Papers)

a)     Consideration and approval of the payments and transfers listed in Appendix A

b)    To agree 2 Councillor Signatories to sign the cheques/BACS remittances for payments listed in Appendix A

c)     To note the bank account balances

20.    Date of Next Meeting:

To set the date for the Annual Parish Meeting

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 15th April at the Memorial Hall Salford Priors.
