You are hereby summoned to attend an ordinary meeting of the Salford Priors Parish Council to be held at The Baptist Church Hall, Dunnington on Tuesday 10th June 2025 at 7.00pm for the purpose of transacting the following business only.

MEETING AGENDA

 

1.          To Receive & Consider Apologies:
2.          Members are reminded of the need to: –

1)          Declare the existence of any Disclosable Pecuniary Interest (DPI), Other Registerable Interest (ORI) or Non-Registerable Interest (NRI) for any agenda item

2)          Confirm the nature of the interest by explaining the connection between the interest and the agenda item, and

3)          State what action (if any) they will take in relation to the interest when the agenda item is discussed*

 

*In the case of a DPI or ORI the obligation is to not participate in any discussion or vote and to leave the meeting room, unless the member has a dispensation from the Clerk to the Parish Council.

 

If the existence and nature of any interest only becomes apparent later in the meeting it must be disclosed immediately. If a DPI or ORI is not already registered, members must notify the Clerk to the Parish Council of the interest within 28 days.

 

Members are also reminded of the need to declare predetermination on any matter.

 

If Members are unsure about whether or not they have an interest, or about its nature, they are strongly advised to seek advice from the Clerk prior to the meeting.

 

3.          Minutes:

a)          To approve the Minutes of the Parish Council Meeting held on 21st May 2025 at the Memorial Hall, Salford Priors.

b)         To approve the Minutes of the Annual Council Meeting held on 21st May 2025 at the Memorial Hall, Salford Priors.

4.          To Consider Expressions of Interest to Fill Vacancies on the Parish Council
5.          Candidate Presentations

Each candidate will be invited to address the Council for up to 10 minutes.

6.          Questions to Candidates

a)         Each candidate will respond to two pre-set questions following their presentation.

b)         Councillors may then ask further questions for clarification only.

7.          Exclusion of the Public

In accordance with the Public Bodies (Admission to Meetings) Act 1960, the Council will resolve to exclude the public and press to discuss the suitability of each candidate in private session.

8.          Ballot

Councillors will vote by secret ballot to determine which candidate(s) will be co-opted to the Parish Council.

9.          Readmittance of the Public

The public and press will be invited back into the meeting room.

10.      Declaration of Ballot Result

The Chairman will formally announce the outcome of the ballot and the name(s) of the successful candidate(s).

11.      Date of Next Meeting:

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Wednesday 18th June 2025 at the Memorial Hall Salford Priors.

Minutes of an Extra Ordinary Meeting of the Parish Council held

At the Baptist Church Hall, Dunnington on Tuesday 10th June 2025

 

Present:  Councillors: K James (Chairman), R Green, L Maude, J McLean, J Meakins, D Price & L Stanley.

Donna Bowles, Clerk to the Parish Council

 

Also in attendance: 4 members of the public.

1.           Apologies considered for absence:

None

2.           Register of Interests: Members were reminded of the need to keep their register of interests up to date

Members were reminded that they must act solely in the public interest and should never improperly

Confer an advantage or disadvantage on any person or act to gain financial or other material benefits

for themselves, their family, a friend, or close associate.

Members were also reminded of the need to declare predetermination on any matter.

3.           Acceptance of Minutes:

a)          The Minutes of the Ordinary Parish Council Meeting held on 21st May 2025 at the Memorial Hall, Salford Priors were agreed by the Council to be a true record of the meeting and signed by the Chairman.

b)         The Minutes of the Annual Council Meeting held on 21st May 2025 at the Memorial Hall, Salford Priors were agreed by the Council to be a true record of the meeting and signed by the Chairman.

4.           To Consider Expressions of Interest to Fill Vacancies on the Parish Council:

Two vacancies are available with three expressions of interest having been received from:

Mr Max Howarth

Mrs Karen Pattison

Mr Andrew Richardson

5.           Candidate Presentations:

All three candidates gave presentations outlining their interest in the role and what they feel they can bring to the Council; they were then asked the following questions:

 

Question 1:

“What do you understand to be the key responsibilities of a parish councillor beyond attending monthly meetings, and how would you ensure you represent all seven settlements within the parish fairly?”

What this reveals:
This question tests their understanding that the role is ongoing, not limited to meetings, and that representation must be balanced across multiple communities. A strong candidate will mention:

  • Engaging with residents between meetings
  • Being visible and accessible in all settlements
  • Participating in projects and initiatives
  • Understanding that a parish council is a statutory local authority, not a campaign group

Question 2:

“How would you describe the difference between a parish council and a pressure group, and how would you fulfil your role as an ambassador for the parish?”

What this reveals:
This question assesses whether they understand the formal, representative role of the council and its duty to serve the whole community—not to push personal agendas. Good answers might include:

  • A recognition that parish councils work within legal and procedural frameworks
  • Awareness of collective decision-making and impartial representation
  • A sense of responsibility to communicate positively about the parish and act in its best interests
6.           Exclusion of the Public

Cllr James formally proposed, in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the Council exclude the public and press to consider the suitability of each candidate in a private session. The motion was unanimously approved. Members then withdrew to the Vestry for discussion.

7.           Ballot:

Following a detailed discussion on the matter, a secret ballot was conducted to ensure that participants could vote privately and without influence, thereby maintaining the integrity and confidentiality of the decision-making process.

8.           Standing Orders were subsequently reconvened and the Councillors returned to the meeting.
9.           Declaration of Ballot Result

The Chairman on behalf of the Parish Council recorded the council’s sincere thanks to the three applicants who applied for the role of Parish Councillor. Their interest and commitment to serving the local community are greatly appreciated.

The council warmly welcome the candidates who have been elected and as councillors we  look forward to working together in the best interests of our parish.

To the candidate who was not successful on this occasion, thank you for putting yourself forward. We hope that you will consider applying again should a vacancy arise or by standing for election in 2027.

Your willingness to contribute is truly valued.

Council confirmed the date of the next Ordinary Parish Council Meeting Wednesday 18th June 2025 at the Baptist Church Hall, Dunnington.
